Guyana

December 2004 Guyana, South America - A scoping exercise on behalf of United Kingdom Foreign and Commonwealth Office (FCO) was undertaken to assess the training requirements of the Guyana Police Service.

February - June 2005 Guyana –The College delivered a ‘Train the Trainers’ programme, first line managers leadership programme, intermediate level leadership and management programme and investigative interview training for trainers programme to the Guyana Police Service. This training was delivered on behalf of the United Kingdom, Foreign and Commonwealth Office (FCO).

December 2005 Guyana – An evaluation visit to assess the impact of the previously delivered training programmes was undertaken. This visit was undertaken on behalf of the United Kingdom Foreign and Commonwealth Office.

May 2006 Guyana – A scoping exercise was undertaken to examine the financial management, human resources management and business planning capability of the Guyana Police Service, analyse its intelligence management capacity and ability to investigate serious criminal activity. Thereafter a series of short medium and long term costed plans were prepared to bring about the required change in the force and the manner in which it carried out its business including a series of quick fix solutions for high profile problems which existed at the time. This was delivered in partnership with the Inter-American Development Bank as part of the Guyana Citizens Security Programme. The Guyana Police Force Strategic Plan was presented to Commissioner of Police, Minister of Home Affairs and the Executive of the Guyana Police Service in June 2006.

October 2007 Guyana – An FCO sponsored project to assess the operational capability of the Guyana Police Force to manage and deal with emergency ‘911’ calls and allocate resources accordingly, was undertaken. In addition the College was tasked to examine the Force’s use of firearms including conflict management, training, command and control and operational deployment. The assessments were followed up with a series of reports which outlined improvements including training interventions, process and procedural changes, and new equipment to bring about enhanced service levels.
